The account is created on the device, because the master password and every key under it are generated there and never sent. Open Grem, choose Create account, and enter the code.

Deleting removes the account, every sealed item in it, and every session on every device. Nothing here can decrypt those items, and deleting them does not need to. This cannot be undone.
